Rumor: Executive Personnel Considerations Delay Restructuring

Oriental Morning Post, 4/15/08

According to an industry source, a number of sensitive questions about how high-ranking personnel will be arranged following a reorganization of China's telecom industry have still not been addressed, and will likely require more time before any decision can be reached. "They'll go from five operators to three, so there'll be fewer operators," the source said. "So there's still the question of how the CEO positions at the new operators will be determined - the version of the arrangement that went around before fell through in the end, and it will take the NDRC and the new ministries some time to consider the matter."

State funds and securities analyst Chen Yunhong says that under the normal course of affairs, management appointments would be determined and confirmed before making any announcement of a reorganization.
