Chinese Government to Support Domestic Telecom Technologies

On May 24, 2008, the Ministry of Industry and Information (MII), the National Development and Reform Commission (NDRC) and the Ministry of Finance (MOF) issued the Announcement on Deepening Telecommunications Structural Reforms.

Among the policy measures listed in the Announcement is support for self-developed innovations including the fusion of next-generation broadband wireless technologies in order to actively participate in the drafting of international 4G wireless communications technology standards, and encouraging relevant departments and companies to give priority to domestically developed innovative products. In addition, relevant government departments will make use of preferential foreign loans, gratis aid and other export policies to promote the international development of domestically developed technologies.

In order to ensure the active participation of operators in developing TD-SCDMA and other domestic technologies, the three government bodies said that departments charged with managing state-owned assets would make domestically developed technologies a key indicator in their assessment of telecom operators.

In addition, the Announcement calls for financing organizations to increase their support for domestically developed technologies, and to give priority to support for key R&D projects and manufacturing enterprises in financing.

To this end, the government has made its position on a number of domestically developed technologies, including TD-SCDMA, extremely clear, and has continued its support and encouragement in a number of areas.
