Haikou Tightens Internet Cafe Regulations

According to cultural authorities in Haikou, Hainan province, new standards for fines for Internet cafes which breach regulations will come into effect from July 1. Establishments will be fined RMB 3,000 for allowing an underage user onto the premises, RMB 5,000 for two, and will be temporarily closed down if three or more minors are found. A second offense will result in a thirty-day closure. If eight or more underage users are found at any time, or the cafe breaks rules on three occasions, they will have their operating license revoked.

Cafes operating two or more hours outside of their operating times will be fined between RMB 3,000 and RMB 5,000. Those who have underage users on premises at the time will have their license revoked.

Establishments that fail to register their customers will also be fined, starting at RMB 1,000 if up to half of their customers are not registered, and up to RMB 5,000 if no customers are registered. Fines will be doubled for a second offense, with fifteen-day closures for a third occurrence.
