MIIT Publishes Q2 SP Complaint Statistics

The Ministry of Industry and Information Technology (MIIT)'s telecommunications complaint center, ChinaTCC, has released complaint statistics for the second-quarter of 2008. During the quarter, there were 1,397 complaints concerning service provider (SP) fees, a QoQ decrease of 13.6%, with complaints coming from cities and provinces all over China.

Broken down by operators, China Mobile (NYSE: CHL; 0941.HK) SPs received 853 complaints, a decrease of 7.8% over the previous quarter; China Unicom (NYSE: CHU; 0762.HK; 600050.SH) SPs received 463 complaints, a 21% decrease over the previous quarter; China Telecom (NYSE: CHA; 0728.HK) SPs received 41 complaints, a decrease of 37.9% over the previous quarter; and China Netcom (NYSE: CN; 0906.HK) SPs received 40 complaints, an increase of 2.6% over the previous quarter.

Of the SPs found in breach of regulations, China Mobile was the network access provider for 94 of them, China Unicom 101, China Netcom 20, and China Telecom only 4.

A total of 4 SPs, including Beijing Mobile Multimedia, Beijing SINOVAS Technology, Guangzhou Microservice Technologies, and Beijing MTY Information Technology, were ordered to stop operations for sending promotional SMS, defrauding subscribers into using their services, and charging subscribers without their approval.
