Rumor: SAPPRFT Mulls Quota System for Foreign Online Video Content

An industry insider has revealed that China's State Administration of Press and Publication, Radio, Film and Television (SAPPRFT) is considering the introduction of a quota system for the domestic airing of foreign online video content.

However, broadcasting industry expert Bao Ran believes SAPPRFT cannot implement such a quota, as Lu Weizeng, head of the State Internet Information Office (SIIO), has already proposed a system for the regulation of foreign online video content, namely the "7 Bottom Lines" principle. The 7 Bottom Lines principle would dictate that any given item of foreign video content would be permitted to be broadcast in China only if it does not violate existing law & regulations, is not viewed as harmful to the system of socialism, public benefit, the public's rights and interests, social order, public morals, and can be demonstrated to be authentic information (i.e. not rumor or conjecture).
