China Implements FPTV Energy Efficiency Standards

China's Energy Efficiency Restrictions and Efficiency Rankings for Flat-Panel Televisions, issued by the China National Institute of Standardization's National Standardization Technical Committee 20 on Energy Fundamentals and Management, take effect starting today.
Under the new policy, flat-panel televisions will be grouped into three tiers based on their energy efficiency, measured as the ratio of display brightness to energy consumption. For LCD televisions, the three tiers will be pegged to the ratios of 1.4, 1.0, and 0.6; for plasma displays, the ratios will be 1.2, 1.0, and 0.6. The most efficient products now available will fall into the first tier; the third tier will be used to raise the bar for market entry, and will serve primarily to eliminate energy-inefficient products currently on the market.
Earlier testing results from the National Testing and Inspection Center for Radio and Television Products found that under the new efficiency standards, only 2.4% of the products currently on the market would be classified as first-tier products. 10.8% would rank as second-tier products, and 72.3% would be third-tier products, with the remaining 14.5% of products to be taken off the market for falling below standards.
