MIIT Announces 2013 "Core, High, and Basic" Initiatives

Recently, the Ministry of Industry and Information Technology (MIIT) released a notice declaring its 2013 initiatives for its project to promote the development of core electronic components, high-end chips, and basic software products (the "Core, High, and Basic" initiative). The 2013 directive emphasizes development in eleven areas, and funds allocated by the central government will vary from project to project, ranging from RMB 10 mln at the low end to RMB 100 mln at the high end.

Under the development initiative for digital TV system-on-chip (SoC) product applications, development projects focused on digital TV sets may receive up to RMB 100 mln in supporting funds and set-top box development projects may receive up to RMB 40 mln. Under the category of development projects for mobile intelligent communication terminal SoC solutions, projects geared at public mobile communications networks may obtain up to RMB 80 mln in government funds, and projects for private-user mobile communications network development may receive up to RMB 40 mln, while development projects for next-generation intelligent mobile browsers focused on HTML5 technology are eligible for up to RMB 69 mln. Projects focused on development for core software platforms in automotive electronics may be awarded up to RMB 60 mln in support, and development projects for complex office system applications catered to large enterprises may earn up to RMB 60 mln.

Development projects eligible for less than RMB 60 mln include: high-quality television image processing chips, video surveillance SoC solutions, DDR3 products, mobile shared-memory products, cloud-based software platforms for large enterprises, and high-efficiency embedded microprocessors.

Kingsoft WPS and China Mobile's Ophone, among others, have previously been recipients of "Core, High, and Basic" funding.

Editor's note: In 2012, the minimum funding for any project allocated through "Core, High, and Basic" was RMB 10 mln, while the maximum was RMB 50 mln. The 2012 initiative focused on the development of comprehensive solutions and prototypes for mobile phones equipped with domestic software; digital TV SoC; embedded software platforms; new digital TV terminal hardware and software solutions; applications research for government information networks; and chip development for vehicular information terminal systems.
