China to Strengthen Management of Online Live Broadcasting Services

A group of Chinese regulators is planning to release new rules aimed at strengthening management of online live broadcasting services. The regulations are intended to improve management of permissions and recording procedures related to online live broadcasting services, as well as to crack down on unlawful online live broadcasting services.

The rules are being jointly drawn up by the National Anti-Pornography and Anti-Piracy Office, Cyberspace Administration of China (CAC), Ministry of Industry and Information Technology (MIIT), Ministry of Public Security (MPS), Ministry of Culture and Tourism (MCT), and National Radio and Television Administration (NRTA).

The National Anti-Pornography and Anti-Piracy Office also announced that it organized investigations into approximately 30 online live broadcasting platforms in H1 2018, and CAC, MIIT, MPS, MCT, and SART agents conducted focused cleanup operations centered on live broadcasting, short video, e-commerce, online gaming, and online literature platforms. From January to June 2018, authorities seized more than 9.8 mln illegal publications, cleaned up more than 27 mln instances of harmful pornographic content, and shut down 62,000 websites and apps. Authorities handled more than 5,500 anti-pornography and anti-piracy cases, including more than 4,800 administrative penalties and 565 criminal proceedings, resulting in criminal punishments for 1,447 individuals.
