China to Issue "3-Year Triple-Play Convergence Plan" in Mid-2013

According to an authoritative source, China's newly formed State Administration of Press and Publication, Radio, Film, and Television (SAPPRFT) is currently drafting "triple-play" network convergence plans for 2013-2015, to be released in mid-2013.
The core goal of the plan is to achieve full digital conversion for all cable TV networks at the county level and above by the end of 2015, with 80% of these to be capable of bi-directional functionality, internet access services, and other network services including IPTV, VOD, and interactive entertainment.
The plan will also set cable internet access speeds. According to Zou Feng, head of the Academy of Broadcasting Science, cable internet access speeds should reach a minimum of 30 Mbps nationwide by the end of 2015, with speeds ranging as high as 100 Mbps in some regions.
