MIIT Announces Organizational Structure

The Ministry of Industry and Information Technology (MIIT) has announced its new internal departmental structure. In total, the new ministry is made up of 24 departments and bureaus, including 4 that are entirely related to the communications industry, and another 4 dealing with the electronics and information industries.

Several departmental heads from the former Ministry of Information Industry have retained their positions under the new ministry, including Wen Ku, who remains as director of the Department of Science and Technology and Zhang Shengli, who remains as director of the Radio Administration Bureau.

Other changes of note include that home appliances now fall under the responsibility of the Department of Consumer Products, whereas previously home appliances such as televisions were governed by the Department of Electronic Products.

The 24 departments and bureaus of the new MIIT are:

1) General Office - Responsible for general office management and security, management and supervision of daily activities, press announcements, departmental information security, etc.

2) Department of Policy and Legislation - Responsible for formulating strategy, suggesting policy and drafting laws for industry, communications and information sectors.

3) Department of Planning - Responsible for strategic development and planning for industry, communications and information sectors, as well as asset management and investment direction.

4) Department of Finance - Responsible for expenditure, budgeting and supervision of finances and assets. Also provides policy suggestions on taxes, pricing and finance related matters.

5) Department of Industrial Policy - Responsible for formulating and implementing industrial policy, including industry development and restructuring, and development policies, as well as determining market entry requirements.

6) Department of Science and Technology - Responsible for formulating and implementing policies and standards for high-technology industries including bio-tech, new materials, aerospace, electronics, information technology, etc.

7) Department of Operations Monitoring and Coordination - Responsible for monitoring and analyzing the state of domestic and international industries, formulating predictions and warnings about those industries, and resolving problems that occur.

8) Department of Small and Medium Enterprise - Responsible for providing guidance for the development of small-to-medium enterprises (SMEs), as well as formulating SME development policies.

9) Department of Energy Efficiency and Resource Usage - Responsible for formulating and promoting policies related to energy efficiency, resource usage and environmentally friendly production methods.

10) Department of Production Safety - Responsible for managing workplace and production safety, including the production and transportation of dangerous materials. Also participates in the handling and investigations of production-related accidents.

11) Department of Raw Materials - Responsible for the management of raw materials, including researching overseas market conditions and providing relevant suggestions. This department also includes the office responsible for implementing the Convention on Prohibited Chemical Weapons.

12) Department of Mechanical Equipment - Responsible for policy, planning and development of the mechanical equipment industry, including machinery, vehicles, civilian aircraft, civilian ships, light-rail, etc.

13) Department of Consumer Products - Responsible for the management of consumer product industries, including light industry, textiles, food, medicine, and home appliances. Also responsible for the planning and management of tobacco, salt and sugar production.

14) Department of Civilian-Military Integration - Responsible for the two-way coordination and integration of civilian and military technologies.

15) Department of Electronics and Information - Responsible for managing the manufacturing, development and promotion of electronic and information-based products.

16) Department of Software Services - Responsible for guiding the development of the software industry, including formulating and organizing technical standards for the industry. Also guides and coordinates the development of information security technology.

17) Department of Communications Development - Responsible for the development and management of communication networks, and for formulating network technology development policies, including the creation and supervision of pricing and tariff policies and standards.

18) Department of Telecommunications Management - Responsible for monitoring and management of telecom and information services, and ensuring basic minimum service levels, including emergency services communications. Also manages telecommunications resources such as domain names, etc.

19) Department of Communications Security - Responsible for network and communications security and for formulating and implementing related security policies, including the removal of harmful information from the network. Manages dedicated government communications.

20) Radio Administration Bureau - Responsible for wireless spectrum management, allocation, supervision and monitoring.

21) Department of Informatization - Responsible for promoting information technology (IT), and the integration of IT with existing technologies.

22) Department of Information Security Coordination - Responsible for the construction of secure information systems and promoting information security. Also responsible for providing supervision and guidance to government departments with respect to security of important information systems and core networks.

23) Department of International Cooperation - Responsible for international cooperation and communications (including those with Hong Kong, Taiwan and Macau).

24) Department of Human Resources - Responsible for the human resource needs of the ministry and its sub-departments and work units.
