China Establishes State Internet Information Office

After receiving State Council approval, the General Office of the State Council of the People's Republic of China issued a memo recently announcing the formation of the State Internet Information Office (SIIO).

According to the memo, the new office's duties will include the implementation of internet information dissemination policy and the promotion of the internet's role in the establishment of rule of law, as well as guiding, coordinating with, and supervising other governmental organs in strengthening oversight of online content. The office will be responsible for oversight and approval of online news services and related services, and will guide other organs in planning and policy drafting for online gaming, online audiovisual services, and online publishing, among other cultural markets. It will also be responsible for planning and development, organization, and coordination for propaganda efforts through key online news sites, as well as the legal investigation and punishment of websites operated in contravention of applicable laws. Further responsibilities will include oversight of telecommunications operators, internet service providers, domain registrars, and hosting providers in the areas of domain registration, IP address allocation, website licensing and registration, internet access, and other infrastructure-level operations.

The State Internet Information Office will not be set up as a separate organization; rather, it will operate under the State Council Information Office (SCIO), using current SCIO staff.

SCIO director Wang Chen will serve as the director of the new SIIO, and deputy SCIO director Qian Xiaogan as deputy SIIO director. Ministry of Industry and Information Technology (MIIT) deputy director Xi Guohua and Ministry of Public Security deputy director Zhang Xinfeng will both serve as deputy directors in addition to their current positions.
