As of the end of 2018, mainland China had 37,776 large-scale software enterprises, reports China's Ministry of Industry and Information Technology (MIIT).

Companies included in the MIIT's large-scale software enterprise industry statistics are mainland Chinese independent legal entities belonging to one of the following three categories:
1. Enterprises who focus mainly on software development, system integration service, and related information technology service provision, and whose operating income exceeded RMB 5 mln in 2018.
2. Enterprises who had total 2018 operating income exceeding RMB 10 mln, and who derived at least 30% of that income from software development, system integration service, and related information technology service provision.
3. Enterprises who had total 2018 operating income exceeding RMB 5 mln, and who focused mainly on integrated circuit design or who derived at least 60% of total operating income from IC design or testing.
Notes regarding statistics in this report:
1. The statistics featured in this report are preliminary calculations, and may be further modified in the future.
2. The Chinese province of Tibet did not have any companies meeting the above inclusion criteria in 2018.
