China Tightens Regulation on Minors in Internet Cafes

China's Ministry of Culture has issued a notice to all provincial and municipal cultural market regulatory authorities requiring an increase in penalties for internet cafes that are caught accepting minors. According to the notice, officials will revoke the Network Cultural Business Operations License of any internet cafe that is caught accepting three or more minors, accepting minors outside of regular business hours, or is found responsible for the cause of a severe incident due to service offered to a minor. Internet cafes caught once accepting two or fewer minors will be ordered closed for 30 days, and internet cafes that are caught accepting two or fewer minors twice in one year will have their Network Cultural Business Operations License revoked. Internet cafes that fail to register customers' identification as required by regulations three or more times will also be ordered closed for 30 days.
