Rumor: MIIT Delays Submission of Broadband China Plan

A source associated with China's Ministry of Industry and Information Technology (MIIT) revealed recently that China's "Broadband China" policy is unlikely to be revealed this year. Governmental agencies involved with the plan are currently coordinating on plan details, the source said, and while the MIIT will strive to submit the plan for approval within the year, there remains a degree of uncertainty.

Late September media reports stated that a framework for the Broadband China plan had already been agreed upon by ten government agencies, including the MIIT, the National Development and Reform Commission (NDRC), and State Administration of Radio, Film and Television (SARFT). A draft plan was produced in early 2012 by workgroups formed by eight government agencies with State Council approval. The government's original timetable had called for a completed plan to be submitted in late June, but delays caused by the complexity of the plan and the subsequent addition of two more government agencies to the drafting groups have meant that even four months later, no plan has yet been submitted.
