Didi Kuaidi Obtains Online Vehicle Reservation Service Licence in Shanghai

Xiaoju Kuaizhi Inc ("Didi Kuaidi"), operator of Chinese mobile taxi booking and car hire apps Didi Chuxing (formerly Didi Dache) and Kuaidi Dache, received an official license to operate an online vehicle reservation platform from the Shanghai Transportation Commission on October 8. Didi Kuaidi is the first company in China to receive this licence.

For a company to receive a license to operate an online vehicle reservation platform, the Shanghai Transportation Commission will require it to possess relevant enterprise credentials, local service capabilities, Internet business credentials, and a telecommunications business operator's license. The platform's database must include a platform monitoring system and have its servers located in China.

The Transportation Commission will also require the vehicle reservation platform to review vehicle and driver credentials. Vehicles cannot be licensed to operate until they have passed the platform's inspection, and drivers must also pass examination before obtaining a work license. The Commission will drop an earlier rule requiring reservation platform vehicles to be officially registered as commercial vehicles and limiting their period of operation to eight years. However, it will still require fares for vehicles reserved through online platforms to be 50% higher than ordinary taxi fares, and reservation platform vehicles will still be classified as taxis for official administrative purposes.

Didi Kuaidi CEO Cheng Wei said that the company will issue work credentials for vehicles and drivers meeting official requirements as quickly as possible. The company will set entry conditions for its drivers based on age, experience, and driving record, and will establish a training system. It will also take additional measures to ensure passenger safety including purchasing up to RMB 6 mln per year in insurance for vehicles, drivers and customers, perform safety checks on the platform's vehicles and drivers, and set up a complaints and feedback channel for customers.
