Shanghai Offers Incentives to Domestic Basic Software Industry

The Shanghai Economic and Informatization Commission has disclosed that the municipality is launching a set of policies to encourage the development of the software industry, primarily focusing on basic software. The city has been carrying out a series of policy incentives, including the construction of the Shanghai Basic Software Industry Base, and will give priority to basic software projects when distributing new technology industrialization subsidies.

Shanghai will also give priority to domestic firms when procuring software for e-government services, as well as fund 5-8 basic software prototype projects each year to promote the industry's products in the medical, education and social service sectors. The term "basic software" encompasses core software products such as operating systems, office productivity software, databases and middleware.
