NPC Members Propose Independent Telecom Regulator

18 National People's Congress (NPC) members, including Henan Netcom GM Shen Mingcai, have proposed an independent national telecom regulatory body, the National Telecom Bureau, be established within the Ministry of Industry and Information. The bureau would be responsible for research and planning for telecom sector development; management and coordination of telecommunications for major events; technological innovation and standardization; coordination and management of the trade in international telecom services; supervision of network and information security; and oversight and coordination of the telecom market.
