MIIT to Directly Supervise SPs

A spokesperson for the Ministry of Industry and Information Technology (MIIT) has stated that, "MIIT Minister Li Yizhong is paying a lot of attention to the wireless value-added service provider (SP) market, and related bureaus at MIIT are using technology-based methods to interface with SPs." One provincial-level Communications Administration has also made it known that it has already begun to use corporate instant messaging software to directly manage 200 SPs in its area.

In the past, the former Ministry of Information Industry (MII) was restricted to setting the structure and scope of this market, and left detailed operating policies such as requirements for the ability to easily unsubscribe from services and clear reporting of fees to come from the operators themselves. However, because operators and SPs are both commercially invested in the SP market, the scope of market governance was not very large.
