Private Enterprise Gets IPTV License

It was reported yesterday that the State Administration of Radio, Film and Television (SARFT) had issued a new IPTV license to the Beijing-based company Huaxia Network.

Previously, SARFT has awarded IPTV licenses to the Shanghai Media Group (SMG), China Central Television (CCTV), Southern Media Corporation (SMC), and China Radio International (CRI) to operate nationwide, and a local license to Hangzhou TV Station to operate IPTV services in Zhejiang province.

The IPTV license is actually a differently named version of the Permit to Transmit Audiovisual Programming over Data Networks, targeted at different terminals. Currently video-sharing websites have permits for audiovisual programming to be received by computers, while the IPTV license pertains to television reception of programming.

Editor's Note: In the case of Hangzhou TV Station's IPTV license, the original application for the license was made jointly by Zhejiang Radio and Television Group and Hangzhou Culture Radio & Television Group. SARFT ended up awarding the license to Hangzhou Culture Radio & Television Group subsidiary Hangzhou TV Station. Hangzhou TV Station cooperates with IPTV and DTV network operator Wasu, a joint venture between Hangzhou Netcom and Hangzhou Broadcasting Network subsidiary Hangzhou Digital TV.
