Hebei Mobile to Take Bids for Mobile Payment Platform

In line with China Mobile's (NYSE: CHL; 0941.HK) 2010 plans for mobile payment, Hebei Mobile will begin accepting bids for mobile payment service management platforms and financial encryption equipment in the near future.
A source at Hebei Mobile revealed that the operator is currently in early-stage planning for its service management platform. Remote payment systems must support up to 1 mln registered users and 400,000 active users, as well as 100 merchant users. On-site payment systems must support 100,000 users, 1,000 merchant users, and 4,000 point-of-sale terminals.
China Mobile's overall plans call for the operator to build a unified mobile payment account platform throughout its network; provincial subsidiaries need only set up service and management platforms for their own provinces. In terms of division of labor, the national platform will be responsible for account management, network-wide services, business access, and network-wide billing services, while provincial platforms will be responsible for local services, and management of merchant and POS access.
