Rumor: China Mobile Drafts New TD-SCDMA Chip Testing Rules

An industry source revealed recently that China Mobile (NYSE: CHL; 0941.HK) has drafted new rules for TD-SCDMA terminal testing. Chips used in TD-SCDMA terminals will be required to meet the operator's testing and certification standards, whereas previously only the TD-SCDMA terminals themselves had been required to undergo testing and certification. TD-SCDMA terminals have always been required to pass two levels of testing - national network access testing and China Mobile's own product certification testing - and all of the TD-SCDMA handsets and wireless wireline phones procured by the operator have passed these inspections. Chips will now be required to do the same. Testing and certification for mobile terminal communications chips will be conducted by China mobile subsidiary China Mobile Terminal, and will have the same requirements for TD-SCDMA chips as for TD-SCDMA terminals for aspects of functionality including wireless communications testing, service application testing, software reliability testing, and outdoor testing. The operator's goal with the new requirement is to increase the quality of TD-SCDMA chips and terminal products.

The LC1810, a dual-core 1.2 GHz smartphone terminal chip from Chinese TD-SCDMA chip maker Leadcore Technology, a subsidiary of the Datang Group, began undergoing China Mobile testing on August 20, and passed testing and certification under the new standards after only two weeks. It is the first TD-SCDMA terminal chip to pass testing under the new standards. Several TD-SCDMA terminal chips from other manufacturers are also currently undergoing testing.

According to the source, all China Mobile terminal chips will undergo testing in November, following trial testing operations in August, September, and October.
