China Releases Cloud Computing 12th Five-Year Plan

China's Ministry of Science and Technology (MOST) yesterday released the China Cloud Technology Development 12th Five-Year Plan. The plan calls for breakthroughs in key technology and subsequent development of standards to promote solutions developed from these technologies; the establishment of cloud technology and standards systems; simultaneously building servers that can run 100 mln concurrent applications and have 5-10 times better performance-to-power consumption ratios; and developing cloud computing applications models for key areas and industries such as internet services, small and medium-sized enterprise informatization, e-government, healthcare, the cultural and education sectors, urban management, industrial design, and social services.

China's Ministry of Industry and Information Technology (MIIT) and National Development and Reform Commission (NDRC) previously announced that Beijing, Shanghai, Shenzhen, Hangzhou, and Wuxi would serve as trial cities for cloud computing services innovation and development, all of which have begun trial operations. Shanghai East-China Computer (600850.SH), Neusoft (600718.SH), Inspur Electronic Information Industry (000977.SZ), and other major firms are participating in the trials.

Orient Securities estimates that China's cloud computing industry chain will reach between RMB 75-100 bln by 2015 and account for 15% share of strategic emerging markets.
