GAPP Director Denies GAPP and SARFT Merger Plan

Liu Binjie, director of China's General Administration of Press and Publication (GAPP), said today that GAPP, the State Administration of Radio, Film and Television (SARFT), and the Ministry of Culture (MoC) are and will remain three separate agencies. The time is not yet ripe for the three to be combined, Liu said, predicting that no such merger would occur during the 12th Five-Year Plan period (2011-2015).

As the three agencies in question possess relatively high degrees of specialization and operate with different emphases, Liu said, any merger of the three will have to await conditions including a greater degree of marketization and management based more fully on rule of law.

Previously, industry rumor had predicted either a two-way merger between GAPP and SARFT or a three-way merger between GAPP, SARFT, and the MoC.
