Ministry of Culture Tightens Online Music Regulations

China's Ministry of Culture has circulated a notice to tighten up Internet music content approval, requiring that all operations regarding Internet music, including production, distribution, broadcast (including providing direct links to music products), and import, may only be provided by cultural Internet enterprises that have been established with approval by the Ministry of Culture. Enterprises that offer Internet music products must register with the Ministry or submit to content inspection within 30 days after beginning operations, and must submit a Network Cultural Business Operations License and general business license as well as other relevant documentation.

China currently has over 10,000 websites offering music downloads, of which fewer than 100 are legally authorized operators.
