China Mobile Starts Tender for TD-LTE Network Design Service

On June 20, China Mobile (NYSE: CHL; 0941.HK) announced its 2013 tender for TD-LTE wireless network design services. The tender will cover 170,000 base stations, and will require bidders to provide survey and design services in 28 provinces, municipalities, and autonomous regions (not including Beijing, Guangdong, or Inner Mongolia). As each province, municipality, and autonomous region constitutes an independent bid, the tender comprises 28 bids in all.
A source at one equipment maker speculated that Beijing, Guangdong, and Inner Mongolia might have been left out of the tender because China Mobile already has suitable survey and design service providers in those regions, or because the operator will make separate plans for those areas. Unlike equipment tenders, which are aimed at equipment suppliers, survey and design tenders target telecommunications design companies. As of June 20, sources at a number of equipment makers said they had not received any notice of a TD-LTE base station equipment tender from China Mobile.
